We (probably) have a positive feedback loop in action here: the kinds of communities which lead to veterans (remember, it’s an all volunteer force) are the kinds of communities which themselves encourage such civic behavior. Which leads to children growing up in families where civic behavior is valued … etc.
Therefore, rather than focusing on the veteran behavior per se, perhaps we should be focused on what makes these kinds of communities occur and persist. And avoid the mistakes of the housing crisis – making mortgages available does not generate middle-class behavior. Mortgage qualification results from middle-class behavior.
